In a California coastal town a sailor, Johnny (Dennis Hopper), becomes
involved with a young dark haired woman (Linda Lawson) who plays a
mermaid in the local carnival. After strange occurrences, he suspects
that she may actually be a mermaid who habitually kills during each full
moon.
